On June 30, 2025, the Federal Communications Commission (FCC) released Public Notice DA 25-564 for the Broadband Data Collection (BDC) filing. This data collection serves as the foundation for the collection of fixed broadband availability and subscription data provided by facility-based broadband service providers. All broadband providers will be required to submit the June 30, 2025 fixed broadband data by September 2, 2025.
BDC Filing Process
The BDC filing system opened July 1, 2025 for facility-based broadband service providers to begin submitting fixed or mobile broadband data. The FCC will provide additional or updated information on the BDC if anything changes. Resources and information can be found on the FCC’s BDC webpage as they are available or updated.
Requirements
In this order, the FCC states the providers are required to submit broadband availability data as of June 30, 2025 for all locations where they have a subscriber or can provide fixed broadband services within 10 business days of request for broadband service. The broadband availability data should include locations that were removed previously through the challenge and have been added back to the fabric, verification, or audit processes. Any location not included in the fabric data is not reportable until it has been added to the fabric on a going-forward basis. Broadband providers are no longer required to provide 477 broadband deployment information but must still submit, through the BDC filing system, 477 fixed or mobile broadband service subscribership and 477 voice service subscribership data. Timing & Certification
The FCC has stated that filing will be semiannual. Only corporate officers can certify the BDC in the BDC filing system, which can be found within the login page. The BDC filing must also have a qualified engineer certify the accuracy of the broadband availability data. The FCC’s requirements for a qualified engineer can be found on the BDC’s help center page. Per the FCC’s Fifth Report and Order, the requirements for a professional engineer were changed to a qualified engineer.
Per the FCC’s Public Notice DA 22-639, failure to submit accurate data by the due date will cause the provider to forfeit $15,000 per violation. The provider is required to correct the data within 30 days of the discovery or notification of inaccurate data.
