Portal Reopened for 2024 Clean Vehicle Credit Reporting

The IRS has reopened the portal for dealers to submit reports for clean vehicle credit transactions.

The IRS has reopened the Energy Credits Online (ECO) portal for dealers to submit time-of-sale reports for clean vehicle credit transactions that happened in 2024.

According to an alert1 put out by the National Automobile Dealers Association on March 25, 2025, the portal will remain open indefinitely and accept reporting for traditional claims of the Internal Revenue Code Section 30D credit and advance payment transactions. The credit offers up to $7,500 for the purchase of a new, qualified clean vehicle including certain fuel cell vehicles.

The portal’s reopening provides relief to dealers who did not timely file the time-of-sale reports during 2024, causing them to lose advance payment reimbursements when applying the credit for the buyer at the time of sale. It also relieves buyers who would have claimed the credit on their income tax returns but may be having issues with the vehicle’s VIN not being located in the IRS’ database if the time-of-sale reports were not filed by the dealer.

Normally, dealers have 3 days to submit time-of-sale reports to the IRS and to the buyer.
