On June 14, 2023, Louisiana Gov. John Bel Edwards signed House Bill 558, transferring administration of the centralized parish sales tax filing and remitting system from the Louisiana Department of Revenue to the Uniform Local Sales Tax Board (the Board).
House Bill 558 requires the Board to design, implement, manage, maintain, and supervise a single sales and use tax remittance system aimed at easing the local compliance burden for taxpayers. The new system will provide taxpayers with up-to-date local rates, notifications of rate changes, and applicable parish exemptions. Taxpayers will be allowed to rely on the rates published by the centralized system for audit and assessment purposes. The single transaction remittance system will go live no later than January 1, 2026.
House Bill 558 comes in the wake of the failed 2021 constitutional amendment giving the Louisiana Senate authority to create a streamlined sales and use tax commission aimed at centralizing collecting and remitting at the state level. As the Board already administers various multi-parish programs, including voluntary disclosure, refund, and audit programs, there is hope the Board’s new remittance system can decrease the complexity taxpayers face when remitting sales and use tax to the Louisiana parishes.
