The Bottom Line

The Joint Committee on Taxation (JCT) released a document or “Bluebook,” explaining the provisions of the One Big Beautiful Bill Act (OB3). In addition to explaining the provisions of OB3, the Bluebook provides effective dates of the new provisions, and the budget effects of them.

The document has flagged several provisions that may require technical corrections so that the statute reflects Congress’ intent when drafting the legislation. Some of the provisions that may require technical corrections include the corporate charitable contribution deduction, sales of qualified small business stock, the original use requirement referencing the syndication anti-abuse rules for determining the eligibility of the depreciation allowance for qualified production property, and the cap on state and local tax deductions. The Bluebook also notes areas where Treasury has the authority to issue regulations and guidance on specific provisions, specifically around qualifying tips and overtime deductions.
