On September 3, 2026, the Oklahoma Department of Commerce issued an update regarding the Oklahoma Research and Development Rebate Program. The department indicated that no appropriations will be awarded in 2026 for applications related to the 2025 program year (2024 tax year). The application period for the 2026 program year (2025 tax year) is expected to open November 1, 2026, and close December 31, 2026. If funding is appropriated, claims for the 2026 program year will be processed on a first-come, first-served basis; however, if no funding is appropriated, claims will not be processed.
The Oklahoma Legislature established the Oklahoma Research and Development Rebate Fund and the Oklahoma Research and Development Rebate Program in 2025 through S.B. 324 to encourage research activities within the state. In 2026, S.B. 1530 amended the rebate program by updating key definitions and qualification guidelines. Under the current program, taxpayers may apply to receive reimbursement for up to 5% of qualified research expenditures in Oklahoma.
