Republican Study Committee Releases Reconciliation 2.0 Framework

The Bottom Line

On January 13, 2026, the Republican Study Committee (RSC) released the Reconciliation 2.0 Framework (the Framework), titled, “Making the American Dream Affordable Again.” The Framework aims at restoring the American Dream of homeownership, reducing health care premiums, and promoting energy independence and economic security for Americans.

One of the most significant initiatives to promote homeownership is “The Don” Down Payment program, which offers creditworthy borrowers the chance to make little or no down payment through the Federal Housing Administration (FHA). The Framework aims to boost property sales by removing capital gains tax for sales to first-time buyers as well as for landlords selling their rental homes to tenants. It also sets a significant tax penalty on foreign nationals investing in U.S. real estate to encourage homeownership among Americans.

The Framework also identifies 26 specific strategies by which the next bill should seek to lower health care costs and improve affordability. These strategies will establish, codify, eliminate, and reform current programs such as the Affordable Care Act, The Prevention and Public Health Fund, federal childcare programs, and the TrumpRx program. Most notably, the Framework sets out to establish a new option for individuals to buy comprehensive health insurance coverage with lower premiums in a separate marketplace.

To address improved energy independence and economic security, the Framework lays out initiatives focused on eliminating wasteful government spending and accelerating the permitting process while reducing the administrative hurtles for America’s energy producers.

What Now?

The proposal of the second reconciliation bill has not been finalized but the use of this Framework is meant to outline and kickstart the discussions among Republican lawmakers to begin drafting a bill.
